Gem operate a four tier, triangular distribution of responsibility; however, although different roles are clearly defined and sit within different levels, the division of responsibility to deliver on quality and ensue a compliant outcome, is not so clear cut with further responsibility hierarchies within each tier as below
Directors – level 1 – Client relationships, overviewing the implementation of quality, policies and H&S concerns. Financial controls and pricing.
H&S Manager – level 2 – Provision of policy, monitoring incidents and provision of relevant training
Business Development – level 2 – Provision of policies and monitoring; overall quality control and compliance, bid management and procurement.
Contract Management – level 2 -Overview of all work, quality and budget monitoring, resource management reporting. Specific management of capital schemes.
Operations Management – level 3.1 – Detailed management of processes, works streams and allocation of specific resources (labour plant and materials), delivery and monitoring of quality control at a practical level, specifically cyclical contract management and progress reports. Initial review of complaints and resolutions, support to contract manager.
RLOs – level 3. 2 – Day-to-day management of cyclical contracts and receipt of works orders. First point of contact for residents and Clients. Data handling and reporting. Direct working with Operations Manager to ensure high levels of customer care and satisfaction.
Senior Engineers & Foremen – level 4.1 – Responsible for delivery of works, either as a sole worker or as a supervisor of a team of engineers. Responsible for quality control and compliance with legislation and industry requirements. Responsible for site level project and H&S managements along with programme monitoring. Daily reporting into RLO/ Operations Manager.
Engineers – level 4.2 – Hands on delivery of mechanical and electrical works in accordance with statutory obligations and clients requirements, completion of certificates and paperwork. Daily reporting into RLO/ Operations Manager.
Apprentices – level 4.3 – Delivering works in accordance with partnered engineer’s instruction, in compliance with statutory obligations and client requirements.
